FLOWERFIELD TOWNSHIP BOARD MEETING
NOVEMBER 7, 2005
The meeting was called to order by Supervisor Carroll Parmeter at 7:00 p.m. Board members Pam Altimus, Sally Hackenberg, Paul Williams, Ron Shaver and Carroll Parmeter were all present, also eight visitors.
AGENDA
Paul made the motion to move Rural Inspection after Agenda and to approve the Agenda with this change, seconded by Sally, motion carried.
Rural Inspection-Charlie informed the board that he would be retiring December of 2006. Tony Vaiskus an associate will be taking his place as building inspector; he is not licensed yet as a zoning administrator but is licensed with the state as a builder and building inspector.
COMMENT
Sally informed the board that we should be receiving payment from the state for our election equipment; the amount should be around six thousand dollars.
APPROVAL OF MINUTES
Pam made the motion to approve the October 3 minutes, seconded by Paul, motion carried.
SPECIAL GUESTS
Dawn Hopwood was present to give the board a copy of the variance that the Howardsville School requested from the township.
It was hereby RESOLVED by Carroll Parmeter to approve the variance for the Howardsville School regarding commercial kitchen hood and ventilation systems. Flowerfield Township has agreed to grant Howardsville Christian School a variance from complying with the requirements to have a commercial stove hood, ventilation system and Ansul-type fire suppression system in its school kitchen.
The school uses the kitchen primarily to heat pre-cooked foods for the school student’s lunch and sports concessions. The school does not generally cook with grease or fryers. Because the school is not operating with the intensity of a standard commercial kitchen there is very little, if any, exhaust or smoke produced in the process.
The variance granted is from the following codes. The Michigan mechanical ventilation code, NSPA 96 (2001 edition); 2003 Michigan Standards- section 506- commercial kitchen hood ventilation systems, ducts and exhaust equipment. Also the Michigan Health Departments 1999 – FDA Food Code, Section 4-301.14, ventilation adequacy and section 6-304.11 mechanical ventilation.
The Township is agreeing to this variance as long as the school does not exceed two stoves in its kitchen and is serving less than 100 students on a daily basis. Stoves are for warming prepared meals not for food preparation.
The Flowerfield Township Board voted on this variance and granted it on November 7, 2005. A roll call vote Paul-yes, Pam-yes, Ron-yes, Sally-yes and Carroll-yes. A copy is filed in the Township Ordinance book at the Clerks office.
Dale Bent was present to request a variance to build a bin closer to the road. He was instructed to go through proper channels to get a variance for this.
REPORTS
Assessor-Shalice was not present, but she had mentioned to Carroll that none of the reports and studies from the county was done yet.
PCB-Zach was present to discuss with the board Ritesma’s plans for trying to rezone 90 acres of property on Oak Plains Rd. from R-1 to R-2, which will allow 120 duplexes for 240 families. The township attorney will be contacted about this matter to see what the process is.
OLD BUSINESS
Municipal Ordinance update – there is five new investigations. There also seems to be progress with the Swartz, Hughes and, Blentlinger properties. Bainbridge’s have contacted Carroll. Don Pastorick was present to inform the board that he is planning to use the pile of cement for fill in low spots that fill with water. His court hearing is Nov. 16th with the magistrate.
The board discussed the hiring of Bob Toland to help the PCB with the updating of the Land Use Plan. It will be on the Agenda next month. Carroll wants to speak with Maury Kaurcher from the County Extension office to see what kind of help they can give us. Also it was discussed that this was not budgeted and with the unknown expenses of the Municipal Ordinances enforcement that this should be put on hold at this time.
EXPENDITURES
Sally made the motion to amend the budget as follows; to take $650 from the Marcellus ambulance budget and add it to the Audit budget, seconded by Ron, motion carried. Ron made the motion to approve the expenditures with the additions 2087 -$90.43 to Carroll Parmeter for phone, 2088 – $43.90 to NDI Designs website, and 2062-$$571.75 to John Depierre for Ordinances CD, seconded by Paul, motion carried.
ADJOURNMENT
Paul made the motion to adjourn, seconded by Pam, motion carried with the meeting closing at 9:25 p.m.
