FLOWERFIELD TOWNSHIP BOARD MEETING
August 3, 2009
Supervisor Carroll Parmeter called the meeting to order at 7:00 p.m. Carroll Parmeter, Jim Griffith, Teresa Ives, Ron Shaver and Pam Altimus attended the meeting. There were three visitors present.
Board Member Additions
No additions were made.
AGENDA
Approval of Agenda for August 3, 2009- Jim Griffith made the motion to accept the agenda as read, seconded by Pam Altimus, motion carried.
Board Member Comments
- Teresa Ives stated that she spoke with Brad Neumann from St. Joe County MSU Extension Office. Brad stated that when he scheduled the Planning & Zoning workshop for 7/30/2009, he wasn’t aware of our PC Board meeting’s being held on the last Thursday of the month. I will send Brad an updated PC meeting schedule.
- Carroll Parmeter stated that he received a phone call from Bruce Jones that the second round of dust control is now being done.
- Jim Griffith stated that he received a phone call from a township resident who lives on Null Road and that the resident stated that their road hasn’t been dust controlled yet. Carroll Parmeter stated that he would contact Bruce Jones on this issue.
MINUTES
Approval of Minutes from July 6, 2009- Carroll Parmeter made the motion to accept the Minutes, seconded by Ron Shaver, motion carried.
GUESTS/PUBLIC COMMENTS
No comments were made.
CORRESPONDENCE
- Teresa Ives read a letter received from St. Joseph County Clerk’s Office, that they are offering county directories for around $3-$4 each. Teresa asked the board if they are interested in these. The board would like to purchase (5) for the Township Board & (1) for PC Board.
- Teresa Ives stated that she answered a questionnaire from Marcia Saunders, St. Joe Co. grant writer. The questionnaire was in regards to “water conservation”- replacing all municipal toilets throughout the county to low flow energy efficient units.
- Carroll Parmeter received a brochure from MTA for an “On the Road Meeting” that will be held on Tuesday, September 29, 2009 at 8:00am-3:45pm. Carroll Parmeter made the motion to approve Pam Altimus, Teresa Ives and Jim Griffith to attend this workshop, at a cost of $178.00 for Pam & Teresa with Jim attending for free, seconded, by Teresa Ives, motion carried.
REPORTS
Assessor: Shalice Northrop was not present.
Rural Inspection: Tony Vaickus was not present. Teresa Ives read his invoice that there was (1) building permit and (1) land division.
Planning Commission: Greg Hamelink, PCB Chairman was present and provided the following update:
- He stated that Howardsville Church & Christian School would like to put a sign up in front of the church and school. Tony Vaickus, Zoning Administrator, had denied this request, due to our zoning ordinance. Greg is talking to Bob Toland about this issue.
- Bob Toland is reducing his monthly retainer fee from $750 a month to $700 a month. The Planning Commission Board would like the Board to approve Bob Toland’s services for the months of August, September and October 2009, (with no services in November and December 2009) to help with the zoning ordinance. Ron Shaver made the motion to approve Bob Toland’s services for the months of August, September and October 2009, seconded by Pam Altimus, with a roll call vote: Jim Griffith-yes, Pam Altimus-yes, Carroll Parmeter-yes, Teresa Ives-yes and Ron Shaver-yes.
Sexton: Bill Kruger was present, and he provided the following update:
- There weren’t any burials last month.
- The tree at the Flowerfield Cemetery is cleaned-up and the dirt pile at the Howardsville Cemetery has been removed.
- He asked the Board to approve the purchase of Veterans markers he only has one left. He has contacted D&E Sales from Bridgman, MI and he has an order form from them. He thinks that (12) markers should be enough for now. Ron Shaver made the motion to approve the purchase of (12) antique brass veterans markers at a cost of $ 24.95 each, seconded by Pam Altimus, with a roll call vote: Carroll Parmeter-yes, Pam Altimus-yes, Ron Shaver-yes, Jim Griffith- yes, and Teresa Ives-yes.
UNFINISHED BUSINESS
Marcellus Fire Department- Carroll Parmeter is going to have a representative from the Marcellus Fire & Ambulance Department at our next township board meeting. The board needs to have their questions and concerns ready for discussion at the next meeting.
Zoning Board of Appeals- There are two seats on this board that still need to be filled. Carroll Parmeter, has a gentleman who is considering one of the positions.
NEW BUSINESS
Township Audit- The township audit was held on July 28, 2009 and it went well.
PUBLIC COMMENTS
No comments were made.
APPROVAL OF EXPENDITURES
Carroll Parmeter made the motion to approve payment of expenditures 3358 thru 3381, seconded, by Teresa Ives, motion carried.
ADJOURNMENT
A motion was made by Ron Shaver to adjourn, seconded by Teresa Ives, motion carried with the meeting adjourning at 8:25p.m.
