FLOWERFIELD TOWNSHIP BOARD MEETING
FEBRUARY 6 , 2006
The meeting was called to order by Supervisor Carroll Parmeter at 7:00 p.m. Ron Shaver, Carroll Parmeter, Paul Williams and Sally Hackenberg were present, Pam Altimus was absent. There were sixteen visitors present.
AGENDA
Paul made the motion to approve the Agenda with the following corrections; move under Reports- Assessor Shalice after approval of minutes and add Jan 10th, Jan 24th Special Meeting minutes to Approval of Minutes, seconded by Carroll, carried.
MINUTES
Paul made the motion to approve Jan 2, 2006 minutes, seconded by Carroll, motion carried.
Ron made the motion to approve the Jan 10th minutes, seconded by Paul, carried.
Ron made the motion to accept the Jan 24 minutes with the strike out of “after three years of non payment of taxes they could loose their property”, Carroll seconded, motion carried.
REPORT-ASSESSOR-SHALICE
Shalice feels that we can save at least $2200 to $2400 a year by letting her do the tax bill printing. Shalice can install the BS&A tax program on her computer, the same that Pam has, at no additional cost only toner, time and paper. Shalice will print our assessment notices this year, there are 1087 parcels.
SPECIAL GUESTS
Brad Newland from the County Extension was present to offer some help to update our Masterplan. He informed the board that there is some grant money from the Rocky River Watershed for these purposes.
Eric Shaffer from the County Commission was present, he informed the board that there could be a change from three Road Commissioners to five.
REPORTS
Charlie was present from Rural Inspection, he stated that there were no permits this month.
Toben was present from the Planning Commission, he stated that they have not heard from Ritesmas concerning development on Oak Plains. It was asked if they had done any work on the change of Ag to R1 on Floating Bridge concerning the area of George Wilkin’s property.
OLD BUSINESS
Cemetery Sexton-currently there are six people interested in the job. Carroll will contact them for resumes and time of meetings. A private committee was organized consisting of Paul Williams, Pam Altimus, Hank Grindel, Toben Houts and Evelyn Flowers to meet with these people and interview them.
The board decided on a job description as follows;
Sexton responsible for snow removal before funerals if necessary
Mow and trim
Burial coordination with funeral director and family
They furnish their own equipment
Contractual with copy of liability insurance to clerk
Attend at least one meeting every three months
Clerk gets burial permits within thirty days
Flags put up on Memorial Day, sexton is responsible to get this info

It was also decided that all burial money should go through the township.
Municipal Ordinance update was given by Doug Kulhman. He has gotten a good report about Blentlinger’s property clean up. It was decided to go further with the Meredith Bainbridge property.
Assessors contract-The motion was made by Ron to approve the Assessor’s contract for a three year term starting April 1, 2006, seconded by Paul, motion carried with a roll call vote; Sally-yes, Ron-yes, Paul-yes and Carroll-yes. Shalice Northrop has done a very good job for our township and we thank her.
It was decided to have a budget meeting either Feb 21 or 22 at 10:00 a.m. depending on Pam.
EXPENDITURES
Ron made the motion to approve expenditures 2150 thru 2170, (2165 and 2167 are void), seconded by Paul, motion carried.
ADJOURN
Ron made the motion to adjourn, seconded by Paul, motion carried with the meeting adjourning at 9:15 p.m.
